the following assignments:
World Bank - West & Central Africa Air Transport Safety
& Security Program, Nigeria
The Federal Government of Nigeria is evolving and developing an
integrated and international Aviation system. Partnership International
is supporting the Federal Ministry of Aviation in implementing its
aviation reforms and restructuring program for the Nigerian Airspace
Management Agency (NAMA) to develop the Nigerian Airspace to a level
consistent with the requirements of International Civil Aviation
Organization (ICAO). NAMA provides air traffic control, visual and
non-visual navigational aids, aeronautical telecom services, surveillance
/Air Traffic Management (ATM) and Power supply relating thereto,
to enable public transport, private business and military aircraft
fly, as far as practicable and safely. PI is providing technical
assistance to NAMA to develop skilled manpower that will effectively
and efficiently measure up with world class professionals in aviation
industry. The PI consultants are assessing the need for an emergency
training. The overall objective of the project is to provide relevant
information on the Agency’s competency requirements, current competency
level, and causes of performance gaps as well as offer training
solutions as applicable. The goal of the assignment is to ensure
that qualified and well trained workforce is maintained for air
safety and quality service delivery.
MCC Bamako, Mali
As a subcontractor to IOS Partners, our Senior Advisor was a member
of a team tasked with examining the security infrastructure at Bamako-Sénou
International Airport, Madagascar Civil Aviation.
Authority (CAA)
As a subcontractor to IOS Partners, our Senior Advisors was a member
of a team tasked with examining the CAA’s regulatory framework in
the areas of airport/ and airline security and air traffic services.
Air Jamaica – International Air Transportation Association (IATA)
As a subcontractor to IATA, our Senior Advisors developed and delivered
airline security officer training for Air Jamaica’s security personnel.
The scope of the work consisted of developing and delivering modules
related to Security Management Systems, Airport/Airline Operations
and Aircraft Inspections.
Ministry of Transport and Tourism – Government of Mali
As a subcontractor to AVSEC Management Consultants, our Senior Advisors
was a member of a team tasked with developing a plan for the re-launch
of the State of Mali’s commuter airline. The scope of the work consisted
of setting up a team to take stock of existing assets with a view
to determining residual value for eventual sale, and making arrangements
for introduction of de Havilland DASH 8 aircraft.
UTA French Airlines, Air France, Paris, France
As a subcontractor to AVSEC Management Consultants Inc., our Senior
Advisors was tasked to develop and deliver training for airline
security officers and other personnel on the newly developed security
program. The scope of my work was expanded to include site surveys
(audits) of two of UTA’s African stations in Abidjan, Ivory Coast
and Libreville, Gabon. In the course of this 2-year contract, UTA
was bought out by Air France, which, in turn, adopted UTA’s security
program. The scope of the work was expanded to develop criteria
by which to assess contract proposals for the development and implementation
of an automated passenger-baggage reconciliation system for Air
France’s Paris Charles de Gaulle operations.
Nealco Air Services, Port-of-Spain, Trinidad and Tobago
This project consisted of meeting with the principals of NEALCO
(a consortium of businesses set up to bid on inter-island air link
opportunity) to examine inter-island commuter needs with a view
to making aircraft type selection and fleet composition.
Canadian Projects
Air Laurentian, Ottawa, Ontario, Mega International, Mirabel, Québec
– 1988-1989; developed pilot training programs and airline standard
operating procedures. Expert Witness - Federal Court - Wapiti Aviation

In Right of Canada, and Donald A. Davidson – Edmonton Alberta –
January 2007; called as expert witness for the defendants on matters
related to aviation safety |
